A college student that lives in "CITY" and shares an apartment with Niikura Ayumu and Nagumo Midori. She has a fanciful sense of logic, and can spend whole days wandering around following her superstitions. She can make elaborate pranks, and has a supernatural ability to bring out whatever props she needs at will to follow her antics. She notably observes a religion that she made up. It mainly involves praying to a homemade deity she carries in her purse whenever she needs something. The so-called deity is Nezumi Orikou, who Izumi reverently refers to as "God". She is a very good photographer, and has gotten first place in the CITY Magazine photography competitions before. Niikura admires her for her sense for capturing fun. A perpetually cheerful young woman with little to no grasp on reality. She is often engrossed in minor things, completely ignoring her surroundings and oblivious to both obstacles and her mistakes. Being amused is her sole motivation throughout the series, and while daydreaming and acting foolishly, she is always upbeat and seems to unwittingly stumble into good fortune at every turn. If she sees something engaging, she will take a picture anytime, wherever she is. Whatever she gets panicked, she can calm herself with the stuff she's brought in her purse. She's always seen smiling
