Ultimatia, also known as the Winged Monarch or by her former human name Artemisia, existing as a paradoxical figure who embodies a twisted form of benevolence.
Outwardly appearing as a gentle, saint-like young woman often adorned with a halo and angelic wings, she possesses a fragile and emotional demeanor, frequently weeping for the humans she slaughters; however, this softness masks her identity as the absolute leader of the Winged Bloodline and a dragon of catastrophic power whose distorted philosophy equates death with salvation, driving her to commit genocide under the delusion that she is "saving" humanity from suffering and fear.
Her dominion lies in the manipulation of time, a god-like ability that allows her to freeze moments, rewind events to undo her mistakes or the deaths of her subordinates, and unleash overwhelming magical attacks, though her reliance on these powers is tethered to her unstable mental state, as she easily crumbles under pressure or when her vision of a painless world is challenged.
Despite her status as a Monarch, she lacks the martial prowess of other dragons, relying heavily on her devoted subordinate and protector, Volte Kamui, with whom she shares a profound, codependent bond that transcends the typical master-servant dynamic. Ultimately, she is a tragic yet monstrous construct of the Dragon God's will, seemingly connected to the "Carla" clones created by Crimson, and her existence represents the terrifying extreme of empathy devoid of morality, leading to her inevitable downfall when her powers are exhausted by the relentless assaults of Ragna and the strategic machinations of Crimson.
