In truth, the title "Raiden Shogun" encompasses two distinct beings: Raiden Ei, the current Electro Archon and God of Eternity (whose true demonic name is Beelzebul), and the flawless, emotionless mechanical puppet she constructed to rule the physical realm in her stead.
Ei's origins trace back to the ancient Archon War, where she served as the martial "kagemusha," or shadow warrior, to her twin sister, Makoto (Baal), the original Electro Archon; the two sisters ruled Inazuma together in harmony, with Makoto handling governance and Ei serving as her blade, until the cataclysmic events in Khaenri'ah five hundred years ago claimed Makoto's life alongside the lives of Ei's closest companions.
Devastated by this immense grief and terrified by the inevitable loss brought about by the passage of time and the "Heavenly Principles," Ei's ultimate dream and driving purpose shifted to the absolute pursuit of "Eternity"—a static, unchanging state of existence where Inazuma could be preserved forever, safe from the progression and ambition that she believed invited destruction and the pain of loss.
To achieve this purpose, Ei discarded her physical body to evade the natural mental erosion that plagues ancient gods, placing her consciousness into a meditative realm known as the Plane of Euthymia housed within her sister's sword, the Musou Isshin, while leaving the daily governance of her nation to the Shogun puppet.
This puppet was programmed with an unyielding, ruthless prime directive to eliminate any threat to this static eternity, ultimately resulting in the oppressive Sakoku Decree that forcibly closed the nation's borders and the tyrannical Vision Hunt Decree that stripped citizens of their divine ambitions, which Ei viewed as the dangerous catalysts for change.
